6月6日下午，财政部召开完善流域横向生态保护补偿机制部署会，深入学习贯彻习近平总书记要紧指示批示精神和党的二十届三中全会精神，部署落实《关于进一步完善横向生态保护补偿机制的建议》（以下简称《建议》）和《关于深入推进大江大河干流横向生态保护补偿机制建设的推行策略》（以下简称《推行策略》），明确下一步工作重点。财政部党组成员、副部长廖岷同志，生态环境部总工程师任勇同志出席会议并讲话，国家进步改革委、水利部、国家林草局有关司局负责同志参加会议并讲话。
会议指出，党的十八大以来，党中央、国务院将打造完善生态保护补偿机制作为推进生态文明建设的要紧内容，加大顶层设计，夯实法治基础，强化政策和资金引导，生态保护补偿机制建设纵深推进。截至现在，全国已有24个省份打造了30个跨省流域横向生态保护补偿机制，江苏、福建、四川、云南等省达成了省内重点流域补偿机制全覆盖。大体上看，拓展机制建设的流域、地区环境水平不断改变，协同治理能力明显提升，有效推进了“绿水青山”向“金山银山”转化。
会议强调，完善流域横向生态保护补偿机制是贯彻落实习近平生态文明思想的要紧实践，是贯彻党中央决策部署扛牢生态保护政治责任的势必需要。在习近平总书记提出“绿水青山就是金山银山”理念20周年之际，党中央、国务院作出进一步完善横向生态保护补偿机制的重大决策部署，明确新时期横向生态保护补偿机制的工作目的、重点任务和具体手段，充分彰显了我党践行绿色进步理念的决心和担当，为达成流域生态环境协同保护和优质一体化协同进步指明了方向，提供了根本遵循。
会议需要，各地各部门要准确理解和深刻认识《建议》和《推行策略》颁布的重大意义，统一思想认识，提升政治站位，强化协同合作。财政部门要切实发挥牵头抓总用途，强化责任担当，推进横向生态保护补偿机制建设不断走深走实，助推漂亮中国建设。
会上，北京、江苏、山东、青海等4省市财政厅（局）作了交流发言。全国各省（自治区、直辖市、计划单列市，含新疆生产建设兵团）财政厅（局）、进步改革委、生态环境厅（局）、水利厅（局）、林草局等有关部门负责同志在各省级财政部门分会场参加会议。
